후한 말의 인물이며 자는 언신(彦信)으로 조계의 손자이자 조온의 형, 조전의 형의 아들, 조녕의 아버지. 아내는 상기상.

익주 촉군 성도현 사람으로[1] 184년에 여남태수를 지내면서 황건적의 난이 일어났는데, 소릉현에서 황건적에게 패배했고 이 때 원비, 봉관, 진단, 범중례, 유위덕, 정자사, 장중연이 조겸을 지키기 위해 싸우다가 전사했다.

광록훈을 지내다가 190년에 황완의 후임으로 태위가 되었으며, 헌제가 2월 17일부터 장안에 천도하면서 동탁이 낙양의 백성들을 모두 내쫓아 서쪽의 관으로 들어가게 하면서 필규원에 주둔할 때 거기장군을 겸임하면서 선발대가 되었다. 191년에 중병을 이유로 파직되었다가 사예교위에 임명되었으며, 차사왕의 시종이 동탁에게 총애를 받아 자주 법을 어기자 그를 체포해 살해했고 이에 동탁이 노해 도관종사를 죽였지만 평소부터 조겸을 두려워해 조겸에게 죄를 씌우지는 못했다.

전장군에 전임되었다가 출진해서 백파적을 공격해 공적을 세우면서 비후에 봉해졌으며, 192년에 이각이 사도 왕윤을 살해하자 왕윤의 후임으로 사도가 되었지만 수개월 후에 중병을 이유로 면직되었다가 상서령에 임명되었다. 같은 해에 사망해 시호를 충후(忠侯)라 했다.
