1. 개요[편집]


통킹만베트남중국 사이에 있는 만(灣, bay)으로, 현대 베트남에서는 이 만을 박보 만(Vịnh Bắc Bộ, 灣北部)이라고 부르기 때문에 이 사건을 박보 만 사건(Sự kiện Vịnh Bắc Bộ)이라고 부른다. 반면 영어권에서는 통킹만 사건(영어: Gulf of Tonkin Incident,)이라 불리고 있다.

통킹만 사건(영어: Gulf of Tonkin Incident, 베트남어: Sự kiện Vịnh Bắc Bộ, 事件灣北部 또는 Sự kiện Vịnh Đông Kinh, 事件灣東京)의 전개를 보면 다음과 같이 전개됐다. 1964년 8월 2일 북베트남 연안 통킹 만 해상에서 미합중국 해군 알렌 M. 섬너급 구축함 USS 매독스 함이 신호정보 수집(SIGINT) 목적으로 항해하고 있었다. 당시 미해군이 수행한 신호정보 수집 임무를 DESOTO patrol 이라고 부르는데, 적국에 접근해서 적군의 대응을 유도하여 발생하는 신호 정보를 수집하는 상당히 도발적인 임무이다. 게다가, 당시 남베트남 해군이 미군의 지원을 받아서 OPLAN 34A 작전을 수행하고 있었다. USS 매독스 함은 북베트남 해군의 135편대 소속 어뢰정 3척이 자신들에게 접근해오자, 선제적으로 사격 하였고, 북베트남 어뢰정이 반격을 시작하여 양국 함대가 교전하였다. 이것을 1차 교전이라고 부른다.

Weather conditions were clear, and seas were calm. At 1440, the destroyer detected three North Vietnamese patrol boats approaching her position from the west. Aware of North Vietnamese intent from the earlier SIGINT message, Captain Herrick ordered gun crews to open fire if the fast-approaching trio closed to within 10,000 yards of the destroyer, and at about 1505 three 5-inch shots were fired across the bow of the closest boat. In return, the lead vessel launched a torpedo and veered away. A second boat then launched two "fish" but was hit by gunfire from the destroyer. Re-engaging, the first PT boat launched a second torpedo and opened fire with her 14.5-mm guns, but Maddox shell fire heavily damaged the vessel.

Fighting Phantoms on 4 August

The next day, the Maddox resumed her Desoto patrol, and, to demonstrate American resolve and the right to navigate in international waters, President Lyndon B. Johnson ordered the USS Turner Joy (DD-951) to join the first destroyer on patrol off the North Vietnamese coast. That night, the South Vietnamese staged more OPLAN 34A raids. Three patrol craft attacked a security garrison at Cua Ron (the mouth of the Ron River) and a radar site at Vinh Son, firing 770 rounds of high-explosive munitions at the targets.8 North Vietnamese installations had been attacked four separate times in five days.

On the morning of 4 August, U.S. intelligence intercepted a report indicating that the communists intended to conduct offensive maritime operations in the Gulf of Tonkin. In contrast to the clear conditions two days earlier, thunderstorms and rain squalls reduced visibility and increased wave heights to six feet. In addition to the difficult detection conditions, the Maddox's SPS-40 long-range air-search radar and the Turner Joy's SPG-53 fire-control radar were both inoperative. That night, Herrick had the two ships move out to sea to give themselves maneuver space in case of attack.

The Maddox nevertheless reported at 2040 that she was tracking unidentified vessels. Although the U.S. destroyers were operating more than 100 miles from the North Vietnamese coastline, the approaching vessels seemed to come at the ships from multiple directions, some from the northeast, others from the southwest. Still other targets appeared from the east, mimicking attacking profiles of torpedo boats. Targets would disappear, and then new targets would appear from the opposite compass direction.

Over the next three hours, the two ships repeatedly maneuvered at high speeds to evade perceived enemy boat attacks. The destroyers reported automatic-weapons fire; more than 20 torpedo attacks; sightings of torpedo wakes, enemy cockpit lights, and searchlight illumination; and numerous radar and surface contacts. By the time the destroyers broke off their "counterattack," they had fired 249 5-inch shells, 123 3-inch shells, and four or five depth charges.

Commander Stockdale was again in the action, this time alone. When his wingman's aircraft developed trouble, Stockdale got permission to launch solo from the Ticonderoga. He arrived overhead at 2135. For more than 90 minutes, he made runs parallel to the ships' course and at low altitude (below 2,000 feet) looking for the enemy vessels. He reported later, "I had the best seat in the house to watch that event and our destroyers were just shooting at phantom targets—there were no PT boats there . . . there was nothing there but black water and American firepower."

Captain Herrick also began to have doubts about the attack. As the battle continued, he realized the "attacks" were actually the results of "overeager sonar operators" and poor equipment performance. The Turner Joy had not detected any torpedoes during the entire encounter, and Herrick determined that the Maddox's operators were probably hearing the ship's propellers reflecting off her rudder during sharp turns. The destroyer's main gun director was never able to lock onto any targets because, as the operator surmised, the radar was detecting the stormy sea's wave tops.

By 0127 on 5 August, hours after the "attacks" had occurred, Herrick had queried his crew and reviewed the preceding hours' events. He sent a flash (highest priority) message to Honolulu, which was received in Washington at 1327 on 4 August, declaring his doubts: "Review of action makes many reported contacts and torpedoes fired appear doubtful. Freak weather effects on radar and overeager sonarmen may have accounted for many reports. No actual visual sightings by MADDOX. Suggest complete evaluation before any further action taken.

미국 국무부 자료에 의하면, 당시 너무나 취약한 남베트남 응오 딘 지엠 정부로 인해, 미국 존슨 행정부가 베트남에 개입할 방도를 찾고 있던 와중에 통킹만 사건이 발생하였으며, 덕분에 개입 명분을 얻어서 본격적으로 미군의 직접 개입으로 확전되었다고 한다.#


3. 논란[편집]



3.1. 미국 정부 차원의 조작인가? 정보기관의 독단적인 조작인가?[편집]


북베트남에 의해 2차 공격을 받았다는 미국 측의 당시 보고 부터 전쟁의 빌미를 위한 의도적 조작인지, 신호감청의 실수로 인한 착오인지에 대해 논란이 있었다. 미국은 북베트남이 수 차례에 걸쳐 미군을 선공했다고 대대적으로 선전하였으며 이는 베트남 전쟁에 대한 군사 개입 의사를 직접적으로 드러내는 도화선이 되었기 때문이다. 8월 7일 미 의회는 사실상 선전포고인 '통킹만 결의'를 의결하였으며 1965년 2월부터는 B-52 폭격기를 동원한 북폭에 나섰고 1965년 3월에는 미합중국 육군해병대 등도 파견되었다.

그런데 북베트남 해군의 첫 공격[1] 이후 미국 국가안전보장회의8월 4일 두 번째 교전이 발생하였다고 주장했지만 이는 사실이 아닌 것으로 밝혀졌다. 1971년 6월 뉴욕 타임스에 통킹만 사건의 두 번째 교전은 '미국이 북베트남 개입을 정당화하기 위해 조작된 것'이라는 기사가 실렸다. 이 기사를 쓴 닐 시핸 기자가 7,000 페이지에 달하는 《펜타곤 페이퍼》(Pentagon Papers)를 입수하여 분석한 결과 통킹만 사건의 두 번째 교전은 사실이 아니었다. 당시 연방정부는 미국의 안보 이익에 반한다는 이유를 들어 이 보고서와 관련한 언론 보도를 금지하고자 하였으나 미국 연방대법원의 비호 아래 뉴욕 타임스워싱턴 포스트가 기사를 게재할 수 있었다.

과거에는, 2차 공격이 의도적으로 조작된게 아니라, 실수로 오해했을 가능성도 제기되었었다. 당시 북베트남의 무선통신을 감청하던 NSA는 그 내용을 해석하고 있었는데 때마침 구축함 터너 조이(Turner Joy)의 음탐사가 배의 프로펠러 소리를 착각하여 북베트남 해군에 의한 어뢰 공격이 있었다고 보고하자[2] 다급한 상황에서 취합한 정보들을 해석하던 중 잘못 해석하여 생긴 일종의 실수라는 것이다. 이는 신호정보의 신뢰성에 의문을 가지게 만든 대표적인 사건 중 하나라고 한다.# 또 통킹만 사건 직후 북베트남 정부와 당 중앙위원회에서는 자국 해군 간부 및 산하기관에 각종 등급의 훈장 150여 개와 20여 개의 명예깃발을 수여하였는데[3] 시기도 시기이거니와 수훈의 규모가 상당하여 미국의 의심을 더욱 샀을 가능성이 있다.

그러나, 뉴욕 타임즈는 2005년에도 로버트 한요크 NSA 역사연구관의 말을 인용하여 NSA의 중간 간부들이 감청내용을 왜곡했고 정책결정자들은 허위보고에 근거해 베트남 참전 결정을 내렸다는 내용의 기사를 게재했다.Vietnam Study, CastingDoubts, Remains Secret # 한요크에 의하면, 참전하기 위하여 의도적으로 조작한게 아니라, 이전에 NSA가 정보분석에서 실수한 것을 덮기 위해서 조작한 것이, 참전 결정으로 이어지게 되었을 것이라고 한다.

또 상술한 로버트 한요크 역사연구관에 의하면, 미국 존슨 대통령과 로버트 맥나마라 국방장관도 해당 신호감청이 조작된 것을 몰랐다고 한다. 신호 감청이 조작되었다는 데 대하여, 맥나마라 전 국방장관 및 존 프라도스 NSA 역사연구관은 감청 신호 조작이 사실이라면 놀라운 일이라는 반응을 보였으며, NSA가 모든 자료를 공개해야야 한다고 말했다.

신호감청 조작이 어떤 식으로 이루어졌냐 하면, 감청한 신호를 오역한게 있는데, '두 명의 동료를 희생했다' 라는 전문이, '두 척의 배를 희생했다'로 잘못 번역되었다고 한다. 이 오역으로, 8월 4일 북베트남 해군이 2차 교전에서 2척의 배를 잃은 것처럼 보이게 만들었다고 한다. 해당 교신은 8월 2일 1차 교전에서 나온 내용인데, 날짜조차 8월 4일로 조작해서 2차 교전이 실제로 벌어진 사건인 것 처럼 조작했다고 한다. 일단 맥나마라 본인은 자신이 북베트남에 의한 두 번째 공격이 조작된 것인 줄 몰랐으며, 진짜라고 생각했다고 2005년 뉴욕타임즈와의 해당 인터뷰에서 언급하였다.

미 해군 연구소에서도 통킹만 사건은 의도적인 조작이었다고 밝히고 있다.

Analysis of the Evidence

Historians have long suspected that the second attack in the Gulf of Tonkin never occurred and that the resolution was based on faulty evidence. But no declassified information had suggested that McNamara, Johnson, or anyone else in the decision-making process had intentionally misinterpreted the intelligence concerning the 4 August incident. More than 40 years after the events, that all changed with the release of the nearly 200 documents related to the Gulf of Tonkin incident and transcripts from the Johnson Library.

These new documents and tapes reveal what historians could not prove: There was not a second attack on U.S. Navy ships in the Tonkin Gulf in early August 1964. Furthermore, the evidence suggests a disturbing and deliberate attempt by Secretary of Defense McNamara to distort the evidence and mislead Congress.

Among the most revealing documents is a study of the Gulf of Tonkin incidents by NSA historian Robert J. Hanyok. Titled "Skunks, Bogies, Silent Hounds, and the Flying Fish: The Gulf of Tonkin Mystery, 2-4 August 1964," it had been published in the classified Cryptological Quarterly in early 2001. Hanyok conducted a comprehensive analysis of SIGINT records from the nights of the attacks and concluded that there was indeed an attack on 2 August but the attack on the 4th did not occur, despite claims to the contrary by President Johnson and Secretary McNamara. According to John Prados of the independent National Security Archive, Hanyok asserted that faulty signals intelligence became "vital evidence of a second attack and [Johnson and McNamara] used this claim to support retaliatory air strikes and to buttress the administration's request for a Congressional resolution that would give the White House freedom of action in Vietnam."

Almost 90 percent of the SIGINT intercepts that would have provided a conflicting account were kept out of the reports sent to the Pentagon and White House. Additionally, messages that were forwarded contained "severe analytic errors, unexplained translation changes, and the conjunction of two messages into one translation." Other vital intercepts mysteriously disappeared. Hanyok claimed that "The overwhelming body of reports, if used, would have told the story that no attack occurred."

The historian also concluded that some of the signals intercepted during the nights of 2 and 4 August were falsified to support the retaliatory attacks. Moreover, some intercepts were altered to show different receipt times, and other evidence was cherry picked to deliberately distort the truth. According to Hanyok, "SIGINT information was presented in such a manner as to preclude responsible decision makers in the Johnson Administration from having the complete and objective narrative of events of 04 August 1964."

And what about the North Vietnamese battle report that seemed to provide irrefutable confirmation of the attack? On further examination, it was found to be referring to the 2 August attacks against the Maddox but had been routinely transmitted in a follow-up report during the second "attack." The North Vietnamese were oblivious to the confusion it would generate.

What should have stood out to the U.S. leadership collecting all the data of these attacks was that, with the exception of the battle report, no other SIGINT "chatter" was detected during the attacks on 4 August. In contrast, during the 2 August attack NSA listening posts monitored VHF communications between North Vietnamese vessels, HF communications between higher headquarters in Hanoi and the boats, and communication relays to the regional naval station. None of these communications occurred on the night of 4 August.

결론적으로 이렇게 2차 공격은 미국의 조작이라는 것이 확실하지만, 대통령까지 조작에 동참한 것인지, 정보기관에서 중간에 조작해서 지도부를 속아넘긴 것인지는 이견의 여지가 있다. 다만, 미군이 선제사격한 1차 교전은 실제로 벌어졌었다. 북베트남의 발표에 의하면 매독스 함을 베트남 공화국 해군 함선으로 오인해서 접근했다고 한다. 실제로도 당시 남베트남 해군이 미군의 지원을 받아서 OPLAN 34A 작전을 수행했었다. 그런데, 통킹만 사건에서 1차 교전만으로는 미국에게 전쟁의 명분으로 삼기에는 부족했을 것이다. 미국과 북베트남의 정찰 및 교전은 이전에도 수시로 일어났던 지라 특별히 대단한 일도 아니고, 양국의 책임소지에 있어 특별히 누구의 잘못이라고 단정짓기도 어렵고 애초에 1차 교전에서도 선제 사격은 미 해군에 의하여 이뤄졌다. 당시 북베트남 해군은 사상자가 발생했지만 미 해군은 아무런 부상자도 발생하지 않았기 때문이다.


3.2. 북베트남의 "남베트남 군함으로 착각" 주장은 사실인가?[편집]

한편 펜타곤 기밀문서에 의하면 이때 남베트남은 속칭 34-A 작전이라는 비밀작전의 일환으로 특공대를 보내 북베트남 연안에 대한 습격 행위를 하고 있었고 미 해군이 은근슬쩍 이를 지원하고 있었기에 이를 못마땅하게 여긴 북베트남 측이 매독스 함이 미군이라는 것을 알고도 일부러 공격했을 가능성이 있다.

"군함의 신원을 착각했다"는 북베트남의 변명은 모순점이 있다. 1960년대까지 남베트남 해군이 운용한 함정들은 450톤의 PC-461급 구잠함 정도였지 한 번도 1,000톤 이상의 군함을 운용한 바가 없었다. 나중에 1,500톤급인 에드솔급 호위구축함이나 바드갓급 수상기모함을 공여받아 운용하긴 하지만 이는 1970년대의 일이다.

북베트남군은 시민군이나 민병대가 아니라 10년 전인 1950년대에 이미 디엔비엔푸 전투에서 프랑스군에 승리한 현대적 군대였으며 내부 동조자가 많던 남베트남에 대한 첩보력은 미국의 북베트남에 대한 첩보력 이상이었다. 그런 북베트남 정부가 2,200톤의 구축함인 알렌 M. 섬너급을 남베트남 해군 함정으로 오인했다고 주장하는 것은 신빙성이 떨어진다. 과연 북베트남 해군 지휘관이 이런 수준의 기초적인 정보마저 몰랐겠냐는 것. 광복을 맞이한 지 5년밖에 안 된 대한민국 정부도 6.25 전쟁이 일어난 1950년에 북한이 보유한 군함 정도는 전부 파악하고 있었다.

일선에서 함종을 착각하는 일은 있을 수 있으나[4] 이 사건의 개황은 '북베트남 어뢰정 3척이 미 구축함을 겨우 9.3km거리에서 어뢰로 공격한 사건'이다. 이 거리에서 3척 모두가 표준배수량 2200톤, 만재배수량 3500톤의 구축함을, 커봐야 500톤급을 넘지 않는 남베트남 함정으로 착각했다는 것은 신뢰하기 어렵다. 게다가 당시 매독스 함은 북베트남 어뢰정의 접근을 차단하기 위해 5인치(127mm) 주포로 3발의 경고사격까지 하였다.

한편 2008년 CNN에선 베트남전 당시 베트남군 총사령관 보응우옌잡 장군과 당시 미국 국방장관 로버트 맥나마라의 만남을 주선한 적이 있었다. 여기에서 보응우옌잡 장군은 1차 공격은 인정했지만 2차 공격은 없었다고 주장했다.# 사실 특별할 건 없는 게 이미 1995년에도 비슷한 말을 한 바 있었고# 종전의 공식 입장의 재확인일 뿐이다.
